Judy was born on April 3, 1942 to Calvin C. and Elna Mae (Scadden) Dickey in Goodland, Kansas. After graduating from the University of Kansas, she started her career by teaching school in Kansas City, Kansas.
Judy married Dr. Robert (Bob) F. Trzynka on June 14, 1974. Her first husband, Robert McGinnis, had passed away in 1972. Judy and Bob adopted their son Robert D. Trzynka in 1976.
The bulk of Judy's life was dedicated to helping the community and others. She spent countless hours volunteering for numerous community groups and organizations. Judy was recognized numerous times for her efforts. Judy also worked to recognize excellence in others, serving on the Spirit of Dakota selection committee.
Judy was very active in politics. She served multiple terms as Chairwoman of the Codington County Republican party and two separate terms as the President of the South Dakota Federation of Republican women. Judy was also a South Dakota Committeewoman multiple times, attended the Republican National Convention multiple times, and was a guest at a Presidential Inaugural. Judy founded the Codington County Republican Women group and volunteered as a precinct committeewoman and poll watcher. She also organized and mentored the local teen age republican chapter. In 2023, Judy was the recipient of the first ever South Dakota Federation of Republican Woman Legacy Award and received a lifetime achievement award from the Codington County Republican Party.
Judy, however, was most proud of her efforts to promote libraries and reading. She served for decades on the Codington County Library Board and was appointed to the South Dakota Library Board by then Gov. Mike Rounds, an appointment that she maintained until her retirement from public life in 2021. She served as president of both boards, at different times. Among her accolades was the South Dakota Library Association's Trustee of the Year award.
Judy was preceded in death by her parents, her first husband Robert McGinnis, and second husband, Dr. Robert F. Trzynka. She is survived by her son, Robert D. Trzynka, and son-in-law John A. Marshall.
